I love the idea behind the ACTLab, but I do not think it qualifies as a hackerspace. From what I understand, the public is not allow to use the space except during special events. I believe you have to at least be a UT student and perhaps be taking a class in the lab in order to use the space.
Perhaps someone from the ACTLab can clarify how this is a hackerspace and their policies?
