To begin with, a fairly good overall book I dug out from here along with the authors site which has a lot more resources.
So far it's in the early stages. Personally, I'm either going to get a preowned cabinet from an arcade I'm doing a project for, or else build the cabinet from acrylic or marine ply.
For the players interface I was looking at the hotrod as it's all in one and comes with a bunch of roms. But we can probably do better than that.
An interface between the game controllers and pc can be bought fairly cheaply from ultimark. Or if you want to be more hackerish about it, you can follow this bit of innovation using an old keyboard which should be a fairly cheap option.
As for roms, we could rape sites like romhustler by using a greasemonkey script, get a romset off piratebay and there are also a few on the mame site
